ポール・ハント(Paul Hunt)氏のご紹介

 ニュージーランド出身。英国ケンブリッジ大学法学部卒、同大学修士課程終了(学術修士)、ニュージーランド、ワイカト大学修士課程終了(法学修士)、北欧公衆衛生大学(Nordic School of Public Health)名誉博士号授与。現在、英国エセックス大学ロースクール教授。同大学人権センター所員。
 ヨーロッパ、中東、アフリカ、南太平洋地域における人権分野での活動に広く従事。ロンドンに拠点を置く人権NGOリバティのリーガルオフィサー、ガンビア共和国ブルンジにあるアフリカ民主主義・人権研究センターの副所長などを経て、1999年、国連社会権規約委員会委員に就任(〜2002年)。2000年には国連開発計画(UNDP)の報告書のアドバイザリーパネリストを勤める。その後、2002年から2008年8月まで、到達可能な最高水準の身体的及び精神的健康を享受する権利に関する初代国連特別報告者を6年間にわたって務めた。

■健康権に関する特別報告者としての活動
 特別報告者の任務遂行のため(1)基本的人権として到達可能な最高水準の身体及び精神の健康を享受する権利の輪郭を描き出し(2)同権利の内容を明確にすること、そして(3)同権利の実施運用方法を明らかにすることを目的とし、同権利の側面から、HIV/AIDS、医薬品へのアクセス、妊婦死亡率、精神保健、貧困削減政策、ミレニアム開発目標(MDGs)、世界貿易機構(WTO)などを研究。また、ウガンダ、ペルー、スウェーデン、インド、コロンビア、世界銀行、製薬会社などへの調査訪問を行う。
